NOTICE TO BIDDERS The SARASOTA MANATEE AIRPORT AUTHORITY will receive sealed bids for the construction of the Terminal Landside and Roadway Security System Project at the Sarasota Bradenton International Airport, Sarasota, Florida, in the Dan McClure Auditorium, 1123 Gene ral Spaatz Boulevard, Sarasota, Florida until 2:00 P.M, on Monday May 6, 2013 at which time and place bids will be publicly opened and read aloud. Bids received after stated time will not be accepted. The Work may be generally described as follows: The project consists of a security system to be installed on the terminal landside roadways to include the following 3 major components: 1. An intrusion detection monitoring system creating a virtual fence along the terminal loop road around the landside parking lots, able to detect movement of one or more persons not inside a vehicle or on a motorcycle/scooter and analyze its movement al ong roadways and entering the parking lot from a direction other than from the terminal building. The system will report alarms to the airport's Communications Center. 2. CCTV cameras on terminal roadways and to monitor the roadway leading to the employee parking lot in order for the Communications Center staff to be able to track individuals detected by the intrusion detection system. Cameras providing quality images under any weather condition, day or night are included. Pan/tilt/zoom camera(s) to view individuals in the landside parking lots are included. The CCTV system is to be controllable from the Communications Center. 3. 6 supplemental emergency assistance/call stations located in the long term parking lot adjacent to the shuttle booths. Calls made from these stations are to be reported to the Communications Center. The stations will provide 2 distinct call buttons: E mergency and General Assistance, and be clearly identified when the calls are received at the Communications Center. Contract time will be 90 consecutive calendar days from the date of Notice-to-Proceed. A Mandatory Pre-bid Conference will be held at 10:30 A.M. on Monday April 22, 2013 in the Dan McClure Auditorium at the Sarasota Bradenton International Airport, 1123 General Spaatz Boulevard, Sarasota, Florida. Bid security in the form of a bid bond equal to 5% of the total bid made payable to the Sarasota Manatee Airport Authority is required. Contract security in the form of 100% Performance and Payment Bonds will be required. No bid may be withdrawn after closing time for the receipt of proposals for a period of 120 days. A Notice-of-Award for the Contract will be issued once a successful bidder has been determined and funding has been secured. This project is funded under provisions of the Airport and Airway Safety and Capacity Act of 1987. Certain mandatory federal requirements apply to this solicitation and will be made a part of any contract awarded: a. Presidents Executive Order No. 11246 as amended by 29 CFR Part 30 and 41 CFR Part 60. b. Davis Bacon and Related Acts, 29 CFR Parts 1, 3 and 5. c. Copeland Act, 29 CFR Part 3. d. Contact Work Hours and Safety Standards Act. e. Title VI of Civil Rights Act of 1964. f. Disadvantaged Business Enterprises (DBE) participation will be required as described in 49 CFR Part 26, and all pertinent amendments. A DBE Goal of 6.95% has been identified for this project. g. Buy American - Steel and Manufactured Products for Construction. All Bidders must be licensed in accordance with Florida Laws. The Sarasota Manatee Airport Authority reserves the right to waive any informalities or irregularities in the bids received and to reject any or all bids or to award or refrain from awarding the contract for the work, whichever is deemed to be in the Own er's best interests.
